There is no such thing as “best shocks”. It all depends on the rest of the suspension system and the use case. And don’t forget that the tires are part of the suspension system. 14 inch Tires have a lot more rubber between road an wheel rim than 16 or 17 inches.
If you are on a racetrack, you only need short, but stiff suspension travel. So you will go strong springs and shocks with 16 or 17 inch wheels.
If you go rallye on really bad roads you want long suspension travel and not too hard shocks. And you definitely want 14 inch wheels to give some additional suspension travel.
If you are a cruiser you want some comfort – so don’t overdo it.
I have to laugh at the young guys with their pimped BMW 3xx that are lowered and have stiff shocks. Their cars jump around on the smallest dents in then street
Solid rear axels are another thing to consider. I raced a 65 Alfa Romeo Giulia in historic races in the 90ies. There I found that it was best to have relatively soft springs in the back so the rear axle can “travel” and the shocks were “medium. The front by contrast was brutally stiff.
Since 6 years I do long range rallies with sometimes really bad roads.
So I will not recommend anything for you – but here is my use case and setup:
I do rallies on normal and sometimes ugly roads. And as part of the AvD-Histo-Tour once a year I spend several hours on racetracks (Nürburgring, Spa, Zolder, etc.). And we always drive to the events (no trailer) on the Autobahn.
For the long range rallies I want a bit of comfort so that I can go the bar after a day’s drive.
After some years I arrived at this setup that works well in these different situations:
66 Mustang (stock 289), stock springs that were renewed in late 90ies by the previous owner. Tires are 195/70 R14. Rear axle has Ber-Bel bushings. And my shock are Bilstein B6.
And BTW – my wife also drives that Mustang and she likes the handling as well. She will be at the wheel in June for a 3 day event and I will navigate – so she will have to listen to me for a change.

There is nothing more to add to these statements.
I myself didn't drive my Mustang on a race track, only in normal traffic - after trying out different shockers, I decided on the Koni Classic. These have the advantage that they are adjustable and can be adapted to the individual needs of the respective driver.
The KYB shockers are the cheap alternative, but they are hard and not adjustable.
Ultimately, you have to know what is important to you and where you want to drive the Mustang.

Hab grad mal geschaut was GasAdjust und Konis kosten.
